In Ukraine, the last medical and social expert commission (MSEK) has finally ceased its activity – it functioned in the Cherkasy region. About this reported Head of the Cherkasy Regional Military Administration Ihor Taburets.
“Deputies finally put an end to the history of MSEK. They supported the project developed by us in OVA and which we proposed from the beginning. This communal institution joins the regional information and analytical center of medical statistics with the transfer of all archives.” – noted Ihor Taburets.
We will remind that on December 19, 2024, the Verkhovna Rada adopted a draft law on the liquidation of MSEK. In the explanatory note to the document, it was stated that the commissions do not meet the modern challenges faced by Ukraine in the conditions of war, and also do not agree with current approaches to the definition of disability. Instead of MSEK, it was proposed to create expert teams of doctors.
In this regard, from the beginning of 2025, in all regions, the procedure of liquidation of commissions was started. In the Cherkasy region, this process was delayed due to the fact that the regional council failed to make a relevant decision three times due to the lack of a quorum.
“The issue of rationality in the implementation of the decisions of the NSDC, which were related to the disbandment and liquidation of the MSEK. What our regional council does not do in this case. We spend money, we do not train doctors in a new way, because they are still in those positions. We spent 19 million of the regional budget to maintain the MSEK as early as 2024, and in the first month of this year we are forced to spend almost a million.” – explained Taburets.
However, this did not prevent the implementation of the reform: since January, new expert teams of doctors were formed in the region, which should completely replace the functions of the MSEK.
