The Ministry of Defence introduces open tenders for the purchase of electricity for the Armed Forces

The Ministry of Defense of Ukraine introduced a new procedure for purchasing electricity for the needs of the Armed Forces of Ukraine and the State Special Transport Service, which provides for open tenders through the electronic procurement system. It innovation was approved by Order of the Ministry of Defense No. 651, developed in cooperation with the Ministry of Economy.
The main goal of the new mechanism is to increase the transparency and efficiency of the procurement of energy resources. The new procurement procedure requires bidders to provide all necessary documents that confirm their competence and experience in the field of electricity supply. This includes financial statements, quality certificates, as well as other documents confirming the ability to ensure a stable supply.
In addition, suppliers must provide bank guarantees to secure tenders and fulfill the terms of the contract. This requirement is aimed at ensuring the reliability of suppliers and reducing the risks associated with non-fulfillment of contractual obligations.
An important condition is that companies with ties to aggressor countries — Russia, Belarus, and Iran — are not allowed to participate in tenders. This decision is aimed at preventing risks associated with possible threats to national security, and also supports the general strategy of sanctions against states that promote aggression against Ukraine.
