The Ministry of Defense has begun the reorganization of the State Logistics Operator

The Minister of Defense of Ukraine, Rustem Umyerov, announced the start of the reorganization of the State Rear Operator (DOT), the procurement structure of the Ministry of Defense. It is planned to synchronize its activities with the work of the Defense Procurement Agency (DPA), which is responsible for providing the Defense Forces with weapons. “The reform of the DOT aims to make resource and personnel management more efficient”, Serhii Bulavko, head of the Main Department of Defense Procurement Control, said.
According to him, the merger of DOT and AOZ will take place after the end of martial law. At the same time, the appropriate regulatory framework will be prepared during the transitional stage. Arsen Zhumadilov, director of AOZ, has been appointed as the head of the Reorganization Commission.
“After the war, defense spending will be reduced. This means that maintaining two separate agencies will not be financially feasible.” – explained Zhumadilov.
Chairman of the Supervisory Board of AOZ Stanislav Heyder emphasized:
“A transparent and efficient procurement mechanism is very important. Therefore, the decision to synchronize the activities of the agencies fully meets the requirements of the time.”
We will remind that on March 6, the Ministry of Defense appointed Arsen Zhumadilov as the director of the Defense Procurement Agency. Before him, this position was held by Marina Bezrukova, who had a conflict with Minister Umyerov. Before being appointed to AOZ, Zhumadilov headed the State Rear Operator.
