The Ministry of Defense initiates the introduction of monetary rewards for military personnel for innovative developments
Ministry of Defense of Ukraine prepared the draft resolution of the Cabinet of Ministers, which establishes the procedure and amounts of monetary rewards for military personnel for the creation and implementation of innovative developments.
The proposed mechanism is intended to be a tool for fair assessment of the contribution of military inventors, as well as to stimulate further research and the search for innovative solutions in the field of defense.
“In conditions of war, technological competition with the enemy, we must not only quickly create innovative solutions for the front, but also protect them. That is why the Ministry of Defense is building a system for the protection of intellectual property rights.” – noted Deputy Minister of Defense of Ukraine Valery Churkin.
According to him, it is not only about the legal registration of rights, but also about the formation of a culture of respect for the intellectual product in the security and defense sector. In order to build a modern and effective intellectual property rights management system, a specialized Office for Intellectual Property was established within the Ministry of Defense.
In addition, the ministry initiated two draft laws, which have already received the support of the Verkhovna Rada of Ukraine in the first reading. They provide for amendments to the Civil Code of Ukraine in order to regulate the distribution of property rights to intellectual property objects created by the military and legal relations related to their creation and use in the defense sector.
These changes are expected to form the basis for a holistic system of intellectual property management in the defense department, where innovations developed with public funds will belong to the state and their authors will receive appropriate remuneration.
