Ministry of Development of Communities and Territories solidified the updated procedure for the use of smart tachographs in Ukraine. This is order No. 532, which has already been registered with the Ministry of Justice.
A tachograph is a device designed to monitor vehicle speed and rest time for truck and bus drivers. The document approves the technical description and sample cards for smart tachographs.
“First of all, we are implementing the relevant regulations of the European Union on the use of tachographs. Previously, Ukraine could not fully use smart tachographs, that is, our companies bought new trucks, but could not service the tachographs on them in Ukraine. That is why we agreed with European partners that within the framework of the Road Transport Agreement with the EU, Ukraine would have access to the use of smart tachographs. Now we have developed an appropriate regulatory framework for issuing, using and verifying these cards in Ukraine.” – explained Serhiy Derkach, Deputy Minister of Community and Territorial Development.
Among the important innovations is the ability to submit applications to card issuing authorities online. Previously, this could only be done in person or by mail, making the process difficult for both applicants and service centers.
The document also regulates the rules for installation and maintenance of service points for smart tachographs. A separate provision canceled the requirement to have a tachograph adaptation protocol on board the vehicle — this should simplify the work of drivers and carriers. The right to receive a tachograph card is now also available to category B drivers who, according to current legislation, have the right to drive trucks.
The order also harmonizes the procedure for considering applications from business entities engaged in the installation and maintenance of tachographs with the provisions of the Law “On Administrative Procedure”. The document enters into force on May 27.
Cards for smart tachographs will become available for ordering after the completion of the relevant technical procedures by the European partners. The Ministry promised to inform additionally about the start of their registration.
