The Ministry of Digital Affairs, through “Diya”, for the first time assessed the digitalization of communities and regions

Ministry of Digital Transformation made public results of digitization of regions and communities of Ukraine for the first quarter of 2025. For the first time, data for the Digital Transformation Index was collected directly through the Action.Digital Community platform.
The average index of digital transformation of regions was 30 points out of 100. The highest results were shown by Dnipropetrovsk and Lviv regions (43 points each), as well as Ternopil region (42 points).
The regions achieved the best results in the areas of digitization of public services, development of digital infrastructure and digital skills. At the same time, the digital economy and digitalization of territorial communities remain less developed, but these indicators give a clear idea of where it is necessary to increase attention and make systemic decisions.
“For the first time, we carried out measurements on the Diya.Digital community platform, which was created for the effective coordination of digital transformation in regions and communities – with the ability to monitor dynamics at the level of not only regions, but also each community. The digital transformation index allows you to clearly see where there is already progress, and where it is necessary to strengthen support or make state decisions.

Regarding the digital transformation of communities, the average score is 16 points out of 100 possible. The highest scores were given to Kryvorizka hromada (62.97), Vinnytsia (62.75), Ternopil (60.35), Lviv (55.61) and Kharkiv (54.57). The community shows the best results in the digitization of public services and the development of digital skills, while infrastructure and the digital economy remain the least developed areas.
According to the results of the 1st quarter, there are 85 communities with industrial parks in Ukraine. In 43% of IT companies, management positions are held by women. On average, communities digitized business services at the level of 10%. 80,000 doctors, 240,000 teachers and 88,000 representatives of local self-government bodies took part in the “Tsyfrogram” program.
Almost 12,000 settlements are connected to fiber-optic networks, and another 23,000 are provided with 4G mobile communications. Integrated video surveillance systems operate in 166 communities. An electronic waiting list has been introduced in 3,300 kindergartens, and 1,280 hospitals use the online appointment system.

The Digital Transformation Index is our reliable tool that helps to measure joint progress, identify challenges and identify directions that need more attention.
