The Ministry of Finance of Ukraine predicts the need for $35 billion in external financing in 2025

The Ministry of Finance of Ukraine announced an increase in the required amount of external financing of the state budget for 2025 to $35 billion. This significantly exceeds the amount of $22.7 billion laid down in the program of expanded EFF financing from the International Monetary Fund (IMF). reported Deputy Minister of Finance Olga Zykova.
“Given the situation this year, which includes high combat activity and additional military spending, which we have covered mainly from domestic sources, we expect that the need for financing may increase by $12-15 billion”, – said the official.
She also clarified that this need will amount to about 18.2% of the country’s GDP.
Given these circumstances, a correction of the IMF forecast is expected during the fifth review of the EFF program in September.
Earlier, at a meeting with Ukrainian ambassadors, Prime Minister Denys Shmyhal stated that Ukraine’s external financing needs in 2025 will amount to at least $38 billion, which corresponds to the amount of financing this year.
According to the estimates of the National Bank of Ukraine, international partners will provide Ukraine with approximately $38 billion in soft loans and grants this year, and at least $31 billion is forecast for 2025.
According to the Ministry of Finance, since the beginning of the war, Ukraine has received $98.04 billion in external financing. Of these, $31.10 billion was received in 2022 (of which $14.23 billion was in the form of grants), in 2023 — $42.48 billion (of which $11.62 billion was in the form of grants), and this year — $24.47 billion (of which $6.55 billion are grants).
