The Ministry of Justice clarified the procedure for lifting the arrest from a bank account in the absence of access to the registers

The Ministry of Justice of Ukraine provided clarification on the most common questions that arise from citizens due to the inaccessibility of state registers caused by a large-scale cyber attack by Russia. There was relevant information published on the official page of the department in the Facebook social network.
One of the main issues related to the procedure for removing the seizure from bank accounts in the conditions when the automated system of executive proceedings and the Unified register of debtors are temporarily not working. The ministry explained that if the debtor repays the entire amount of the debt, the funds are deposited into the account of the State Executive Service. After that, the executor prepares a paper decision to remove the seizure from the accounts. This document is forwarded to the relevant bank, which takes further action.
Citizens can find out about the seizure of their bank accounts at the bank where the account is opened, at the relevant department of the state executive service or through a private executor.
Regarding the opening of enforcement proceedings, the Ministry of Justice noted that submission of documents is possible even in a situation of limited access to registers. However, currently proceedings are opened only for documents that require immediate execution. Other appeals will be considered after the state registries are fully restored.
In addition, the ministry has created temporary email addresses for citizens who have questions or need help due to limited access to the registers.
We will remind you that on December 19, Russia carried out one of the largest cyberattacks on Ukrainian state registers, trying to disrupt the work of critically important infrastructure. Because of this, the work of the Unified Register and other state databases administered by the Ministry of Justice was suspended.
The Security Service of Ukraine has opened criminal proceedings on the fact of this attack. Deputy Prime Minister for European and Euro-Atlantic Integration of Ukraine, Minister of Justice Olga Stefanishyna, reported that despite the attempt to disrupt the operation of the system, all data of state registers remained protected and preserved.
