The National Bank proposes new rules for non-cash transfers without opening an account

National Bank of Ukraine offers update the rules of cashless payments in hryvnias for users of payment services. The changes apply to transfers without opening an account and aim to streamline the requirements for payment instructions, ensuring transparency for consumers.
It is proposed to clearly define what the details of the payment instruction should be, in what form and by which means of communication it can be provided — all this should be agreed in the contract between the payer and the service provider.
It is assumed that each such instruction will be executed as a separate payment transaction, and that the payment company will be able, if necessary, to fill in the details of the instruction on behalf of the payer. No-account remittance service providers will also face new obligations.
“Providers of the payment service for the transfer of funds without opening an account will have six months to bring their activities into line with the new requirements of the regulator”, — the NBU explained.
It is planned that these changes will increase the transparency of relations between users and providers of payment services and bring national regulations closer to European standards, contributing to the development of the payment services market. According to the draft resolution, after its adoption, institutions will have six months to adapt. The document is currently at the stage of public discussion.
