The number of unpaid fines from the CCC is growing rapidly in Ukraine

The number of overdue and unpaid fines for violating the rules of military accounting in Ukraine is growing rapidly. Since the beginning of the year, 9,658 relevant proceedings have already been opened — almost as many as for the entire year of 2023, informs The opendatabase.
Despite the increase in fine debts, Ukrainians are in no hurry to pay them. In particular, 23% of proceedings opened in 2023 still remain unpaid, and 52% of debts for fines from TCCs have not been paid.
In 2025, the most fines were recorded in Dnipropetrovsk region (1,053 proceedings), Kyiv (1,003) and Poltava region (916). Almost half of the suspended fines this year fall on Ukrainians aged 25-35, another 38% – on people aged 36-45.
We would like to remind you that men aged 18 to 60 who have not updated their data in the TCC and SP or are not on the military register face a fine of 17,000. up to 25.5 thousand hryvnias during martial law or for repeated violations. For officials and legal entities, fines are from 34,000. up to 59 thousand UAH
In case of late payment of the fine, its amount is doubled after the case is transferred to the executive service. At the same time, payment of a fine does not exempt from the need to fulfill obligations — that is, compliance with the rules of military accounting.
