The Office of the President announced the number of signed agreements under the “Contract 18-24” program

Deputy Head of the Office of the President Pavlo Palis in an interview with Bihus.Info reported, that the number of signed contracts under the “Contract 18-24” project is currently about 500. At the same time, according to him, there were much more applications for participation.

“I can’t tell you the exact number from memory, but about half a thousand. Although there were really a lot of appeals.” Palisa noted.

At the same time, he added that not everyone who expressed a desire to serve eventually signed the agreement.

The official also emphasized that the analysis of the reasons why some of the applicants did not reach the conclusion of the contract is currently underway. According to him, the decisions of young people are influenced by various factors — in particular, parents and other personal circumstances play a role.

“We will definitely investigate why this is happening. To draw conclusions and, if necessary, improve the approach.” Palisa explained.

It will be recalled that the Ministry of Defense presented the “Contract 18-24” project in February 2025. It provides an opportunity for volunteers aged 18 to 24 to sign a one-year service contract, which provides for a payment of one million hryvnias. Later, the department clarified that those who joined the army before the official start of the program can also receive such an amount.

According to current legislation, conscripts between the ages of 25 and 60 are subject to mobilization, while participation in the “Contract 18-24” program is purely voluntary.
