The orders to strike the “Epicenter”, Oskil and Pechenizka dams in the Kharkiv region were given by a Russian general – a native of Chuguyev
Prosecutors are now at the final stage of the investigation into the attack on the Epicenter hypermarket in Kharkiv.

Russian general Oleg Makovetskyi, involved in the attacks on the “Epicentr” hypermarket in Kharkiv, as well as in the bombing of the Oskilskaya and Pecheneg dams, was born in Chuguyev, Kharkiv region. This was reported by the head of the Kharkiv Regional Prosecutor’s Office Oleksandr Filchakov in interview “Dumka” publication.
Filchakov noted that Makovetskyi is currently being charged under Article 441 of the Criminal Code of Ukraine (ecocide) for ordering the bombing and destruction of the Oskil dam.
In addition, prosecutors are at the final stage of the investigation into the shelling of the “Epicentr” hypermarket in Kharkiv. Suspicions will be announced against three commanders of the 6th Army, who ordered the bombing of Kharkiv in May and June 2024. One of them is General Makovetsky.
Also under investigation is a criminal case regarding ecocide and violation of the laws and customs of war during the destruction of the Pecheneg dam, which involves two Russian generals, including Makovetsky.
Filchakov announced suspicions of the Russian occupiers who tortured prisoners of war in Vovchansk during the offensive in May 2024. Three suspects have been identified, and the injured Ukrainian defenders from the Vinnytsia region have also been identified.
The Ukrainian Prosecutor’s Office is actively working to bring the perpetrators to justice for war crimes and ensure justice for the victims.
