The powers of the TCC in Khmelnytskyi region have been expanded: now you can check cars and personal belongings

Resolution of the Cabinet of Ministers of Ukraine No. 1456, dated December 29, 2021 determines the order of checks of citizens during martial law. From the beginning of 2023, representatives of the police, the National Guard, the migration service, the Armed Forces and other authorized bodies were allowed to check only the documents of citizens in the territory of the Khmelnytskyi region. However, it is new order of the head of Khmelnytskyi OVA, signed in May, expands the powers of officials. Inspections of vehicles, housing and personal belongings are now allowed.
This means that representatives of the State Security Service, the Armed Forces police, in particular, the TCC, will not only be able to check documents for the purpose of establishing identity and clarifying data. They will also be able to search cars, residential, office premises and personal belongings of citizens without court orders or any additional agreements.
The corresponding order was signed by the head of the Khmelnytskyi Regional Military Administration, Serhiy Tyurin, on May 15.
“For the duration of the legal regime of martial law on the territory of Ukraine, to introduce document verification of persons, inspection of things, vehicles, and office premises in the territory of Khmelnytskyi region in accordance with the procedure determined by the Resolution of the Cabinet of Ministers of Ukraine dated December 29, 2021 No. 1456 “On Approval of the Procedure for Document Verification in persons, inspection of things, vehicles, luggage and cargo, service premises and citizens’ housing during the provision of measures of the legal regime of martial law,” the order of the head of the OVA states.
Advance order contained much narrower powers of law enforcement agencies and officials. It was only about the verification of documents: “During the period of the legal regime of martial law on the territory of Ukraine, to introduce the verification of documents of persons in the territory of Khmelnytskyi region in accordance with the procedure determined by the resolution of the Cabinet of Ministers of Ukraine dated December 29, 2021 No. 1456.”
Currently, it is not known whether similar expansions of TCC powers are planned in other regions.
