The Verkhovna Rada approves the state budget for 2025 in the first reading
The Verkhovna Rada has supported the draft State Budget for 2025 in the first reading. This was announced by MP Yaroslav Zheleznyak on his Telegram page.
The decision was made by 247 MPs.
‘We adopted the budget conclusions in general. No amendments were made except for the amendment on prosecutors‘ salaries,’ Zheleznyak said.
The Prime Minister of Ukraine Denys Shmyhal said on Telegram that the main focus of the 2025 budget would be on security and defence. According to him, all taxes paid by citizens and businesses will be used to strengthen the country’s defence capabilities.
It is planned to allocate more than UAH 2.2 trillion for these purposes, which is approximately 26% of GDP, and UAH 46 billion more than in 2024. The total state budget expenditures will amount to over UAH 3.6 trillion, which is UAH 535 billion more than in the current year. General fund revenues are projected at UAH 2.7 billion, which is UAH 411 billion more than this year.
When considering the draft budget on 30 October 2024, the Parliament adopted an amendment cancelling the salary increase for prosecutors.
Finance Minister Sergii Marchenko noted that in 2025, all social payments will be financed from the state budget, but no increase in the minimum wage is expected next year.
