“The proposal to disband the TCC is populism”: MP Oleksandr Fedienko

Reforming the system of territorial recruitment and social support centers (TCC and SP) is currently impossible, said Oleksandr Fedienko, a member of the parliamentary committee on national security, defense and intelligence in comments for Radio Svoboda.

The ideas of disbanding or reducing the TCC are nothing more than populism. Today, we can neither reduce nor reform them. There are objective reasons for this. First, the TCCs were already reformed, and servicemen with injuries or physical limitations remained there. In addition, constant reforms do not give them the opportunity to strengthen their capacities, which immediately affects the effectiveness of mobilization“, Fedienko explained.

The deputy also believes that more work should be done on popularizing the recruiting system, ensuring its reliable functioning.

The recruiting model should ensure that a conscript who goes to a military unit understands where he will end up, and does not end up after combat adjustment in the role of a grenade launcher or a machine gunner, which reduces the attractiveness of recruitingFedienko noted.

According to the deputy, it is also necessary to ensure that military units have the opportunity to have their own military medical commissions (MMCs) or enter into agreements with medical institutions to conduct appropriate medical examinations. Thus, recruitment efficiency will gradually shift to the recruiting system, and TCCs will be responsible for the implementation of the general state policy regarding conscripts.

We will remind that the Temporary Investigative Commission (TCC) for the protection of the rights of servicemen in its report recommended disbanding the territorial recruitment centers (TCC) and replacing them with recruiting centers where, in particular, civilians will work. The TSC expressed its belief that TCCs in their current format do not meet modern needs and efficiency, so they should be disbanded.

Instead, TSC proposed to create a new system of recruiting centers, where a significant part of the employees will be civilians.
