The resonant scandal with the Zhytomyr TCC: the norms of ‘daily supply’ caused a wave of outrage in society (video)
The topic of mobilization in Ukraine has long since turned into one of the most painful and controversial aspects of wartime. The public has repeatedly raised alarm due to cases of violent actions, humiliation of human dignity, extralegal methods and open disregard for the rights of citizens. Against this background, every new report about another incident involving territorial picking centers causes public resonance and disturbance. On May 6, 2025, a new round of indignation took place around Zhytomyr TCC.
A video of an internal meeting at the Zhytomyr TCC, where officials are discussing mobilization plans for May — how many people need to be “secured” (fulfillment of the plan by 60%, because “there won’t be a relaxation like in April”) and various active methods of involving citizens in mobilization—has spread online. The manager gave instructions on who to focus on and what actions to take to complete the task. In particular, it is about the “daily rate” (“daily supply”), students who do not have the right to deferment, gun owners, as well as informal arrangements with people through car sales sites. TCC representatives are invited to call them under the guise of buyers, and then mobilize during the meeting.
In addition, an instruction was given to prepare lists of booked and wanted persons. On the recording, the manager leading the meeting can be heard calling all these methods of finding men “legitimate.” It was this phrase that became a sarcastic marker for Ukrainians, because it evoked associations with the long-known practice of forceful detentions and actual “kidnapping” of people on the streets.
In the Zhytomyr Regional TCC confirmed, that the video is real, but at the same time said that its distribution is the result of a hacker attack and an attempt to destabilize it. The message of the center emphasizes that “the enemy does not stop trying to discredit the work of the TCC and SP, resorting to information manipulation.” The institution called the meeting itself “official” and assured that “all actions take place exclusively within the limits of the current legislation of Ukraine.” The TCC reported on the appointment of an official inspection and assured that they had taken measures to strengthen cyber protection. Citizens were urged not to distribute the video and to “remember the information war.”
With sharp criticism of this situation spoke people’s deputy Oleksiy Goncharenko, who published the video on his blog.
“Go to Avto.Ria and buy a car from these people”, – Zhytomyr TCC discusses how best to arrange busification. Well, it’s just p… Sorry, I have no other words. This man says: “we choose legal methods.” Cool method. It is already impossible to sell cars normally, so that you are not raked by the TCC.
I have been saying this for a long time and I will say it again. TCC must be disbanded! It is necessary to create normal and adequate ways of encouraging people to serve in the army. It turned into a manhunt. Which they cover and pretend that nothing is there.
Zelensky said recently that everything is fine, there is no busification. And this video, what then? The Zhytomyr TCC has already confirmed that it is real. All this canine takes place exclusively with the agreement of High Commissioner Zelensky. And then it goes silent and such “closed” meetings are held, where they invent yet another disgraceful methods.”
We will remind that earlier the Verkhovna Rada Commissioner for Human Rights, Dmytro Lubinets, stated that violations of human rights by TCC employees have become systemic and have acquired a mass character, which requires an immediate state response. Against the background of these events, a new video from Zhytomyr became another proof of a deep crisis of trust between citizens and procurement authorities.
