The State Bureau of Investigation (SBI) uncovered an overpayment of almost 10 million hryvnias during the purchase of beds for the Armed Forces of Ukraine

DBR exposed overpayment of almost UAH 10 million during the purchase of beds for military units in the Dnipropetrovsk region. Employees of the State Bureau of Investigation, in cooperation with the Security Service of Ukraine, reported the suspicion to the head of the Dnipro apartment management department, who agreed to the purchase of 5,000 bunk beds at inflated prices.

According to the investigation, in 2023 the apartment management department held a tender for the purchase of 5,000 beds for military units stationed on the territory of the Dnipropetrovsk region. The winner of the bidding was a company from Kyiv, which received UAH 28 million for the beds from the state budget.

However, according to the conclusions of the forensic economic examination, the market value of this batch of beds was about UAH 18 million, and the price overestimation amounted to more than 30%. Thus, the overpayment of the state budget exceeded UAH 9.5 million.

The head of the Dnipro housing and exploitation department, who turned a blind eye to such a difference in cost, was informed of the suspicion of a military official’s negligent attitude to service, which caused serious consequences, committed under martial law (Part 4, Article 425 of the Criminal Code of Ukraine). The sanction of the article provides for punishment in the form of imprisonment for up to 8 years.

Within the scope of the pre-trial investigation, the full circle of persons involved in the tender equipment, as well as the directions of use of almost 10 million UAH of overpayment, are established. The issue of selecting a preventive measure for the suspect and filing a civil lawsuit for compensation for the damages is being resolved. Procedural management is carried out by the Dnipro specialized prosecutor’s office in the field of defense of the Eastern region.
