Analysts of the Institute for the Study of War report that the United States has allowed the Defense Forces of Ukraine to attack only those military units and facilities on the territory of Russia that are preparing or already carrying out strikes on the territory of Ukraine or the positions of the Armed Forces of Ukraine.

“These statements indicate that the US will authorize the Defense Forces to strike Russian military facilities only if the Russian facilities first demonstrate that they are engaged in active hostilities or preparing for imminent hostilities. US restrictions force the Ukrainian leadership to carefully determine whether this or that target meets the above requirements before giving permission for tactical fire missions., the report says.
The Pentagon continues to prohibit the Armed Forces from attacking Russian military facilities that are not actively participating in hostilities against Ukraine.
ISW experts explain that this means that the US will allow the Defense Forces to strike Russian military targets only if those targets are engaged in or preparing for active hostilities.
This US policy limits Ukraine’s ability to strike most Russian military facilities, as it prohibits the use of ATACMS ballistic missiles against any targets on Russian territory.
At the same time, the Ukrainian military can use longer-range missiles provided by the United States to strike targets inside Russia if they are acting in self-defense.
