The US has set restrictions on strikes on the territory of the Russian Federation: ISW
According to report Institute for the Study of War, the United States allowed the Armed Forces of Ukraine to attack on the territory of Russia only those military units and facilities that are preparing for an attack on Ukraine or are already carrying it out.
About this it is said in the ISW report.
“These statements indicate that the US will authorize the Defense Forces to strike Russian military facilities only if the Russian facilities first demonstrate that they are engaged in active hostilities or preparing for imminent hostilities. US restrictions force the Ukrainian leadership to carefully determine whether a particular target meets the above requirements before giving permission for tactical fire missions“, the report says.
