Ukraine has added a new basis for establishing disability

In Ukraine, the list of reasons for establishing disability has been expanded, including the consequences of being in captivity or experiencing torture. This rule applies to both military personnel and civilians. About this informs Ministry of Health.

Under the new rules, people who have suffered unlawful detention, torture or other harm while in captivity can receive disability status and related government support.

The first step for this is to apply to the Commission on Deprivation of Personal Freedom under the Ministry of Community Development and Territories of Ukraine. After that, the person’s data is entered into the Unified Register of Persons, in respect of whom the fact of deprivation of liberty has been established as a result of armed aggression against Ukraine, and the corresponding document is issued.

Next, the health assessment process is initiated by the attending physician or the head of the military medical commission, who forms an electronic referral. The expert commission analyzes a person’s condition and determines the level of limitations in life activities. Based on the results of the evaluation, the person receives an extract from the decision of the expert team. If disability is established, recommendations are made and included in the individual rehabilitation program.

The program notes the need for auxiliary means of rehabilitation, medical products, as well as the need to receive services in other areas of life. These recommendations are valid for the entire period of established disability. After registration of disability status, a person can take advantage of state support programs.
