Ukraine plans to create a full explosives production cycle

Cabinet confirmed launch of a new grant competition within the Brave1 project, which aims to create a full cycle of explosives production in Ukraine.
“This is a step towards scaling up the production of explosives in Ukraine”, – said the Prime Minister of Ukraine, Yulia Svyridenko.
The main goal of the initiative is to establish full-cycle production. As Svyridenko emphasized, “everything – from equipment to chemical components – must be manufactured in Ukraine. Systematically and in the required quantities.” The competition includes a technical assessment by the Security and Defense Forces, control tests, and a transparent competition procedure. Detailed conditions of participation and funding will be published by the team of the Ministry of Digital Transformation.
The Prime Minister noted that this initiative is part of a new format of interaction between the state and the market, within which the government supports those companies that have a real impact on the course of the war. Since its launch, more than 560 projects in the field of defense technologies have been financed through the Brave1 platform in the amount of more than 2.2 billion hryvnias.
It will be recalled that in October 2024, the Brave1 project, created by the Ministry of Digital Transformation, began issuing non-refundable grants for the production of rockets. In April 2025, the Cabinet of Ministers simplified the rules for importing explosives for munitions manufacturers and introduced a financial support program for farmers who grow cotton, the raw material from which pulp for gunpowder is made.
