In 2024, the mobilization of students in Ukraine takes place in accordance with Law No. 10449, which entered into force on May 18. Most students are eligible for deferment and can only be drafted at will. However, there are some exceptions when conscription is possible. We explain how the mobilization of students will be carried out from September 1.
Mobilization of students in September 2024
With the beginning of autumn, students must confirm their right to deferment. To do this, you need to submit a certificate from the educational institution, which is issued by the dean’s office, to the TCC. Without this document, the Military Commissariat will not be able to extend the postponement. In most universities, this procedure should be completed by October 1.
In September, students who:
- are studying at a full-time or dual-time higher or vocational educational institution;
- obtain their first higher education;
- receive a higher degree than previously obtained.
Assistant trainees, graduate students and doctoral students are also not eligible for prizes, regardless of the form of education (budget or contract).
As for teachers, scientific and scientific-pedagogical workers of universities, technical schools, colleges and scientific institutions who have a scientific degree are exempted from mobilization. VET teachers receive a deferment if their base rate is at least 0.75.
In what cases can students be called
Students are exempted from deferment if:
- study in the evening or part-time;
- do not obtain the first higher education;
- receive an education lower than the available one;
- refuse military training (such persons are excluded from the educational institution).
During the vacation, a person keeps a deferment when switching from one course to another. But if a student enters a higher level through the admission campaign, he can be called during the break between semesters.
Mobilization of students older than 30 years
In 2023, a draft law was registered, which provides for depriving male students of the right to deferment after reaching 30 years of age. However, this law has not yet been adopted. Therefore, in 2024, 30-year-old men who obtain a continuous first higher education are not subject to conscription.
