Ukraine plans to increase water tariffs for the population

The Ministry of Development of Communities and Territories of Ukraine is initiating changes to the government’s recommendations regarding tariffs for water supply and drainage, which could potentially cause them to increase for the population. This is stated in the draft resolution of the Cabinet of Ministers, which made public for public discussion on the website of the Federation of Trade Unions of Ukraine.

According to the project, it is proposed to preserve the current government recommendations regarding the unchanged water tariffs for the population — that is, to leave them at the level in effect as of February 24, 2022. Such provisions are contained in Resolution No. 502 of April 29, 2022.

At the same time, the document stipulates that in the event of a decision to fix tariffs, supplier companies should be compensated for the difference between economically justified tariffs and actual ones — at the expense of local budgets.

The rationale for the project states that one of the possible consequences of the implementation of the initiative may be “a change in the cost of services for centralized water supply and centralized drainage”, which will have a negative impact on consumers.

In the explanatory note, it is emphasized that decisions on setting tariffs for communal services can be made only by the relevant authorized bodies — the National Commission for State Regulation of Energy and Utilities (NKREKP) or local self-government bodies.
