Ukraine’s national debt increased by UAH 32.3 billion in September: Hetmantsev

As of September 30, 2024, the state and state-guaranteed debt of Ukraine amounted to UAH 6,404 billion or USD 155.6 billion. In September, the national debt in the national currency increased by 0.5% (+32.3 billion UAH), and in the dollar equivalent by 0.6% (+0.9 billion dollars), which reported Chairman of the Tax Committee of the Verkhovna Rada Danylo Hetmantsev in his Telegram channel.

Hetmantsev noted that the increase in debt in September was mostly caused by internal borrowings — +40.5 billion UAH, while the external debt even slightly decreased (-8.9 billion UAH). Such dynamics are connected with the Ministry of Finance’s active placement of domestic state loan bonds (OVDP) to cover the growing budget deficit caused by increased defense spending.

In September, the volume of placement of OVDP reached the highest level since the beginning of the year. According to the Ministry of Finance, auctions for placement of OVDP brought UAH 72.4 billion, which was 2.5 times higher than the August figures. Payments for repayment of OVDP in September amounted to UAH 26.5 billion.

  • 74.8% — debt in foreign currency (foreign debt + currency OVDP), 25.2% — debt in hryvnia (before the war, 65.1% was in foreign currency and 34.9% in hryvnia);
  • 72% — external debt, 28% — internal (before the war, 61% and 39%, respectively);
  • 58.4% — external official loans (including 28.4% from the EU), 26.9% — OVDP, 10.3% — Eurobonds (including those guaranteed by the state), 4.4% — other obligations.

Further growth of the domestic public debt is expected, as well as an increase in external borrowing due to the receipt of the next, sixth tranche in the amount of $1.1 billion under the EFF program.
