The Budget Committee of the Verkhovna Rada of Ukraine approved the draft law on amendments to the Budget Code for the implementation of the subsoil agreement between Ukraine and the USA. So far, it is about approving the document only in the first reading (as a basis). It is about draft law No. 13256, explained head of the budget committee, Roksolana Pidlas.
Amendments to the Budget Code are required to implement the provision for replenishment of the recovery investment fund, which is created under the mineral agreement. It is the procedure for transferring these funds that needs legislative amendments.
Podlasa specified that Ukraine’s contribution will consist of half of the funds received after the entry into force of the agreement from the rent for the extraction of minerals from new licenses, as well as the issuance of new special permits for the use of petroleum minerals and the sale of part of the products – also under new agreements.
“This money will be credited to a special fund of the state budget and, by the decision of the chief administrator (presumably the Ministry of Economy), will be transferred to the Reconstruction Fund. The order of figures regarding contributions from Ukraine is about UAH 3 billion over 5 years (at least if the Agreement was signed in 2019, then exactly this amount would have come to the Fund as Ukraine’s contribution up to that time)”, — Podlasa explained.
People’s deputy from the “Voice” faction, Yaroslav Zheleznyak, predicts that consideration of the draft law in the second reading will not take place before the summer.
“Given the work schedule of the Council, the final vote is possible only at the beginning of June”, – noted Zheleznyak.
