Ukrainian refugees will be able to receive a reservation from mobilization with subsequent employment in Ukraine in special foreign centers

The question of obtaining reservations from mobilization is one of the most urgent for Ukrainians living abroad. The war has forced millions of citizens to leave the country, and many of them are looking for ways to return, while still being able to work and contribute to the recovery of Ukraine’s economy. In this regard, the government is working on the creation of mechanisms that will allow Ukrainians abroad to receive armor from mobilization through special overseas centers known as Unity Hubs.
Minister of National Unity Oleksiy Chernyshov announced at the event of the UP “War 2025. Weapons, People, Money” that such centers are being opened in countries with the largest number of Ukrainian refugees. The main goal of Unity Hub is to provide an opportunity for citizens to officially work in Ukraine, without losing the opportunity to obtain protection from mobilization. This decision is aimed at creating predictable conditions for returning Ukrainians, avoiding situations where mobilization takes place immediately after crossing the border.
Unity Hub will offer a range of services for Ukrainians who wish to join the labor market in Ukraine. The main functions of such centers will be:
- providing information about employment opportunities in Ukraine;
- registration of mobilization reservations for citizens, if it is provided for by law;
- assistance in obtaining the necessary documents for return and employment;
- consultations on integration into the labor market and finding suitable vacancies.
Chernyshov emphasized that any Ukrainian can receive reservation from mobilization, if it is provided for in a certain field of employment. This is especially important for those working in strategically important industries such as defense industry, critical infrastructure or scientific development.
Thus, the creation of Unity Hub is a step towards greater integration of Ukrainian citizens into the labor market of their country, even after a long stay abroad. This not only makes it possible to protect people from mobilization, but also contributes to the reconstruction of Ukraine’s economy thanks to the return of qualified personnel.
