“Ukrenergo” paid more than UAH 10 million to the former law firm of People’s Deputy Zhupanin
Before his election as a People's Deputy, Andriy Zhupanyn, a member of the Energy Committee of the Verkhovna Rada, worked in this law firm.
On August 16, the state company “Ukrenergo” concluded a contract for legal services with the firm “Kinstellar Ukraine”. Andrii Zhupanyn, a member of the Energy Committee of the Verkhovna Rada, worked in this company before his election as a People’s Deputy.
For data of the Prozorro system, Zhupanin’s former law firm offered the highest price among the three bidders, but was recognized as the winner by the decision of the tender committee.
The difference between the lowest price offer and the contract with Zhupanin’s company amounted to more than UAH 4 million.
According to Andrii Zhupanin’s official biography on the “Servants of the People” website, before his election as a deputy, he held the position of senior lawyer at “DL Piper Ukraine” LLC. In Zhupanin’s declaration for 2019, the income from this legal company is stated in the amount of UAH 1.2 million.
In the summer of 2021, according to the Opendatabot system, the company changed its name to “Kinstellar Ukraine”.
Since the election of Zhupanin as a deputy, the law firm “Kinstellar Ukraine” has received more than UAH 16 million in government orders. In addition to Ukrenergo, the state-owned JSC “Energy Company of Ukraine” also became a client of the firm.
