Азербайджанська сторона пояснює своє рішення необхідністю приведення законодавства у відповідність до міжнародних стандартів. Уряд зазначив, що нові правила є відповіддю на подібні обмеження, які Росія планує запровадити для іноземців. З 1 січня 2025 року іноземні громадяни в Росії також не зможуть перебувати без візи понад 90 днів на рік. Деякі аналітики вбачають у цьому рішенні додатковий контекст — політичну напругу між двома країнами, яка зросла після інциденту зі збиттям літака, що викликав різку реакцію Москви. Хоча офіційний Баку не коментує цей аспект, експерти припускають, що загострення відносин могло вплинути на ухвалення рішення. The Azerbaijani side explains its decision by the need to bring the legislation into line with international standards. The government noted that the new rules are a response to similar restrictions that Russia plans to introduce for foreigners. From January 1, 2025, foreign citizens will also not be able to stay in Russia for more than 90 days a year without a visa.
Some analysts see in this decision an additional context – the political tension between the two countries, which has increased since the incident with the downing of the plane, which caused a sharp reaction from Moscow. Although the official Baku does not comment on this aspect, experts assume that the aggravation of relations could have influenced the decision.
The move by the Azerbaijani government could make it much more difficult for many Russians who have used the country as a refuge from restrictions or instability. At the same time, the authorities emphasize that the new rules should contribute to the transparency of migration policy and ensure equal conditions for citizens of all countries.
