“We must firmly stop shadow and corruption and introduce military censorship of expenditures”: Danylo Hetmantsev

Financial security of Ukraine is currently at the center of public debate, because the current geopolitical situation has a direct impact on our public finances. Many people ask questions about the connection between events on the international arena and the country’s economic stability, and the answer to this question is clear: the connection is direct.
In this regard, the Chairman of the VRU Committee on Finance, Tax and Customs Policy Danylo Hetmantsev stated, that today we are living in a period of the highest turbulence since March 2022. According to him, “many people ask about the connection between what is happening in international politics and our finances, and this connection, unfortunately, is direct.” He emphasized that Ukraine’s support, in particular, financial assistance from strategic partners, can no longer be considered guaranteed, which creates additional pressure both on the domestic economy and on political processes in the EU, where unpleasant for us discussions are beginning.
Hetmantsev noted that despite the relative security of financial resources in the current year, there is increasing uncertainty regarding future periods, in particular from 2026. He drew attention to the fact that the ERA instrument, which brings Ukraine 50 billion dollars from profits at the expense of immobilized assets of the Bank of the Russian Federation, will inevitably run out.
“This means that we should be extremely grateful for any help we can count on during EU accession negotiations and post-war reconstruction.” – he emphasized.
According to him, along with international support, it is critical to review and consolidate all domestic financial sources and resources. Hetmantsev emphasized:
“In financial policy, everything is simple – count every penny.”
He explained that the time has come for the state to strictly stop the existence of the shadow economy and corruption, because these phenomena are real enemies, which in some cases are even worse than external aggressors.
As Hetmantsev noted, it is necessary to purge thieves from power and start evaluating the work of fiscal bodies and law enforcement structures based on the results of the destruction of the shadow, i.e., based on real revenue figures, and not just on the number of criminal cases initiated.
According to him, thanks to the effective work of the tax service in 2025, we can, without even straining, get an additional 4 billion dollars from detinization, and with more active efforts – much more.
Hetmantsev also drew attention to the need to introduce “military censorship” of expenditures, because it is impossible to allow senseless spending of money on experiments of individual ministers, such as the failed cashback, which gave an increase in GDP that does not even exceed a statistical error. He emphasized that the guaranteed preferential financing of $50 billion should be extended not for one year, but for three years.
“We must strictly stop the shadow and corruption. Clean the thieves from power. These are enemies, worse than the Russians. Start evaluating the work of fiscal and law enforcement officers based on the fact of destroying the shadow, based on the result in revenue figures, and not on the number of criminal cases initiated. Remove any profanity. Only from the work of the tax office, in 2025, without straining, we should receive plus 4 billion dollars from detinization, and if we strain – much more.
And introduce military expenditure censorship. We cannot allow the senseless spending of funds on experiments by individual ministers, such as the failed cashback, which gave an “increase” in GDP less than a statistical error. We must extend the guaranteed preferential financing of 50 billion dollars. not for a year, but for three years. Total detinization and economy is what is needed now.” – emphasized Hetmantsev.
Regarding society, Hetmantsev said that it is time for every Ukrainian to grow up and stop tolerating tax evasion. He noted:
“Senseless discussions like killing business from an additional 3.5% of the VZ have long been meaningless. Whoever steals taxes in any form is an enemy. The same as a thief in power. The assessment must be unequivocal from all who consider themselves Ukrainians. In March 2022, we all understood this in the same way. Today, the situation is no less complicated and dangerous.”
