Zelenskyy signed a law on the introduction of unified approaches to the remuneration of civil servants

President Volodymyr Zelenskyi signed the law “On Amendments to Certain Laws of Ukraine Regarding the Implementation of Unified Approaches to Paying Civil Servants Based on the Classification of Positions.” About this informs National Agency of Ukraine for Civil Service (NADS).

The introduction of job classification will make it possible to compare the salaries of civil servants with the corresponding positions on the labor market in Ukraine — accountants with accountants, lawyers with lawyers, HR with HR, and not to compare the civil service in general with average market indicators.

“Thus, the introduction of a new wage system will gradually strengthen the position of the state as a competitive employer on the labor market”, – stated the NADS.

The law defines the components of a civil servant’s salary. The fixed part includes the official salary (from January 1, 2026, its minimum size cannot be less than 2.5 times the subsistence minimum for able-bodied persons), seniority allowance (2% of the official salary for each full year of service, but no more than 30%) and rank allowance.

The variable part of the salary includes a monthly bonus (up to 30% of the position salary for actual time worked), a quarterly bonus (up to 90%) and a bonus based on the results of the annual evaluation. Other types of payments and compensations are separately defined, in particular, monetary assistance during annual leave in the amount of the official salary together with allowances for length of service and rank, as well as financial assistance for solving social and household issues.

The NADS emphasizes that during the period of martial law and within 6 months after its termination, additional corrective wage rates may be established, taking into account the specifics of administrative-territorial units.

From the moment the law enters into force, all the components of the remuneration of civil servants provided by it are recognized as guaranteed by the state, regardless of the actual salary. These guarantees and compensations will not be taken into account when forming the permanent and variable payment fund, and their planning will be provided for in a special Order, the NADS noted.
