Zelenskyy signed a law on the payment of 15 million hryvnias to the families of soldiers who died in captivity
President Volodymyr Zelenskyi signed Law No. 13168, which provides for the payment of 15 million hryvnias to the families of soldiers who died while in captivity. Information about it contains in the card of the draft law on the website of the Verkhovna Rada.
“I also signed the law, which we talked about with the relatives of Ukrainians in Russian captivity, with our soldiers who were released and returned home. The law restores justice, the law solves the financial issue – so that the soldiers who were captured receive the same financial guarantees as all the defenders of Ukraine.”, – said the head of state.
The document amends the law on social and legal protection of servicemen and their family members. Families of defenders of Ukraine will be able to receive a one-time payment in the amount of 15 million hryvnias in the event of the death of a serviceman while performing his official duties, in particular during his stay in captivity. This payment is not provided in cases where the person surrendered voluntarily.
“Voluntary surrender due to cowardice or frivolity is punishable by deprivation of liberty for a term of seven to ten years.” – it is stated in Article 430 of the Criminal Code.
The law also provides for an increase in the period during which persons discharged from military service can receive one-time assistance in the event of injury, contusion, trauma, mutilation or disease that led to partial loss of working capacity without establishing disability. Previously, it was given three months after dismissal, now – one year.
Ministry of Defense explained, that in many cases the military did not have time to collect the necessary documents and issue payments on time due to long-term treatment, rehabilitation or combat conditions in which their units were.
In addition, now the amount of cash assistance in the event of a change in the disability group will be calculated based on the subsistence minimum established on January 1 of the calendar year in which the change took place. Previously, this calculation was carried out based on the date of initial establishment of disability.
The provisions of the law on the payment of 15 million hryvnias, as well as the new rules for calculating benefits in the event of a change in the disability group, will enter into force one month and one day after the publication of the document. They will apply to cases that occurred from February 24, 2022. The rule on extending the term for receiving a payment after dismissal enters into force one month after the publication of the law.
