Zelenskyy submitted draft laws on the extension of martial law and mobilization to the Verkhovna Rada

President of Ukraine Volodymyr Zelenskyi entered to the Verkhovna Rada two draft laws No. 13172 and No. 13173 — on extending the period of martial law and general mobilization.
According to the submitted documents, martial law and mobilization are planned to be extended from May 9, 2025 for another 90 days – until August 6. Zelensky calls on the parliament to approve the relevant decrees of the president.
The Verkhovna Rada for the first time approved the introduction of martial law and mobilization on the morning of February 24, 2022 for a period of 30 days. In the future, these terms were repeatedly extended – first for a month, and starting from May 2022 – for three months each time.
During martial law in the country, there may be certain restrictions, in particular on movement (including travel abroad, document checks and curfews), restrictions on labor rights and entrepreneurial activity, violation of the confidentiality of correspondence and telephone conversations, as well as restrictions on freedom of speech, media and political parties. Holding elections and referenda during this period is also impossible.
The volume and sequence of mobilization waves is determined by the General Staff of the Armed Forces of Ukraine. The Chairman of the Verkhovna Rada, Ruslan Stefanchuk, said that the parliament will extend martial law and mobilization in May, as the war continues. He also emphasized that it is impossible to hold free and fair elections in a country that is partially occupied and under constant attacks. According to Stefanchuk, preparations for the upcoming elections have already begun, but they are at an initial stage.
At the same time, the International Monetary Fund updated the base scenario, according to which the end of Russia’s war against Ukraine is expected at the end of 2025. An alternative, negative scenario envisages its extension until the middle of 2026.
