Zelenskyy to address EU Summit and present Ukraine’s Victory Plan: Borrell

President of Ukraine Volodymyr Zelenskyy will speak at the European Union summit, which will be held on October 17-18, where he will present the Ukrainian Victory Plan. About this stated the head of EU diplomacy, Josep Borrell, during a press conference on the results of the meeting of the EU Council of Foreign Ministers.

Borrell noted that at the beginning of the meeting, the EU Council had a discussion with the Minister of Foreign Affairs of Ukraine Andrii Sybiga, who informed his European colleagues about the current situation at the front and outlined some key points of the “victory plan”, which will be officially presented by Zelensky at the European Council.

One of the important issues raised during the meeting was the promotion and improvement of the Ukrainian peace formula, which is designed to ensure sustainable peace for Ukraine.

Borrell emphasized that support for Ukraine should be both political and military in order to create the conditions to force Russian leader Vladimir Putin to start negotiations. However, according to Borrell, such a possibility remains very remote for now.

“We believe that peace should not be confused with surrender. During this year, we have seen a sharp increase in the number of victims among the Ukrainian civilian population, brutal Russian strikes against energy and port infrastructure, as well as against grain exports. Already several civilian foreign ships have been hit by Russian ballistic missiles rockets, so the problem of grain export has returned again”, – emphasized the high representative of the EU.

It should be noted that Volodymyr Zelenskyy also plans to present the Victory Plan in the Verkhovna Rada on October 16. Ambassador of Ukraine to Germany Oleksiy Makeev said that this plan will be made public in the coming days for both the Ukrainian and the international community.

Earlier, Zelenskyi already discussed the Victory Plan with US President Joe Biden, as well as with the leaders of France, Germany, Great Britain and Italy. The head of the President’s Office Andriy Yermak noted that some points of the plan may be “very sensitive” for Ukrainian society.
