In the Action app worked the new «Place of Residence» service, which combines all functions related to address registration. One of the main innovations was the ability to quickly obtain an extract about the place of residence without queues, applications and visits to state institutions. To order a document, just open «Action», go to «Services» → «Place of residence», select «Statement of residence» and click «Order». The document will automatically appear in the application, and the user will receive a push notification about its readiness. The service is also available on the Diya portal for those using a computer. You can order an extract from any device — smartphone, tablet or laptop. A statement of residence is necessary in many cases — when registering social benefits, applying to banks or notaries. The document has legal force, contains a unique number and a QR code that allows you to instantly verify the authenticity by simply pointing the phone’s camera. Diya emphasizes that the address can also be confirmed using a digital passport — domestic or foreign. If the user has a passport-book issued before December 1, 2021, the stamp with the address remains valid. In the event that information about the place of residence is not displayed in the register, it is recommended to update the data in order to have access to all digital services. The service is also available for teenagers over 14 years old who have an identification code (RNOKPP). If the code has not yet been issued, parents can order an extract for a child under 15 years old.

75-80 thousand students of higher educational institutions will undergo basic military training. We would like to remind you that the theoretical course of military training in higher educational institutions will begin on September 1. The procedure for conducting basic combined military training for citizens of Ukraine who are pursuing higher education, as well as for police officers, was approved by Resolution No. 734 of the Cabinet of Ministers of Ukraine dated June 21, 2024. The specifics of the organization of this training in educational institutions with specific training conditions that train police officers, as well as in higher military educational institutions, training centers (parts) of the State Border Service, the National Guard and police training centers, are determined by the Ministry of Internal Affairs in agreement with the Ministry of Defense. Institutions of higher education with specific learning conditions under the Ministry of Justice and the State Emergency Service are recommended to coordinate the principles of basic training with the Ministry of Defense.

Japan will provide a loan to Ukraine in the amount of about 3 billion dollars at the expense of the assets of the Russian Federation within the framework of the ERA mechanism, the total volume of which is approximately 50 billion dollars. The agreement in the format of exchange of notes was signed by Minister of Finance Serhiy Marchenko and Japanese Ambassador to Ukraine Masashi Nakagome. The loan will be serviced and repaid with future profits from immobilized Russian sovereign assets. Financing is designed for 30 years. The raised funds will be used to cover the priority needs of the state budget, as well as to support the reconstruction and development of the country. «Japan is a vivid example of international solidarity, becoming one of the leading partners of Ukraine during our struggle for freedom and dignity.» Marchenko emphasized. He also reminded that over the past three years, Japan has already provided Ukraine with budget support of more than 8.5 billion dollars. The ERA mechanism provides Ukraine with 50 billion dollars from the G7 countries, with the subsequent return of these funds at the expense of revenues obtained from the use of frozen Russian assets. The planned volumes are as follows: 20 billion dollars will be provided by the USA, 20 billion by the EU, 3 billion by Great Britain, 3.7 billion by Canada and 3 billion by Japan. The program also provides that part of the funds received from the EU and Great Britain can be directed directly to finance defense needs.

On April 18, Ukraine returned the bodies of another 909 dead servicemen. They died while performing combat missions on eight front lines. The return of the bodies of the dead was made possible thanks to the joint work of representatives of the Coordination Headquarters, the Joint Center under the SBU, the Armed Forces of Ukraine, the Ministry of Internal Affairs, the Office of the Verkhovna Rada Commissioner for Human Rights, the Secretariat of the Commissioner for Missing Persons in Special Circumstances, the State Emergency Service and other structures of the security and defense sector of Ukraine. «Special thanks to the personnel of the Armed Forces of Ukraine, who carry out the transportation of repatriated fallen Heroes to designated state specialized institutions, organize the transfer of the deceased to representatives of law enforcement agencies in the system of the Ministry of Internal Affairs and forensic medical examination in the system of the Ministry of Health. Investigators of law enforcement agencies, together with expert institutions of the Ministry of Internal Affairs, will establish the identities of the deceased as soon as possible,» the coordination headquarters said.

The President of Ukraine, Volodymyr Zelenskyi, signed laws on the extension of martial law and general mobilization in the country for another 90 days — until August 6, 2025. Information on the signing of relevant laws appeared April 18 on the website of the Verkhovna Rada. The documents confirm presidential decrees regarding the extension of martial law and mobilization. The previous term ended on May 9, 2025. The Verkhovna Rada adopted these laws during its session on April 16. 357 People’s Deputies voted for the decision. Oleksiy Honcharenko was the only one who opposed it. According to the deputy, his position is related to two factors: the lack of clearly defined terms of service for those mobilized in the legislation, as well as issues related to the work of the Territorial Centers of Recruitment and Social Support (TCC and SP). We will remind that on April 15, Volodymyr Zelenskyy submitted to the Verkhovna Rada draft laws on extending the period of martial law and mobilization for another 90 days. After their introduction, the documents were sent for consideration by the specialized Committee on National Security, Defense and Intelligence.

The Cabinet of Ministers of Ukraine approved the procedure for maintaining the State Register of Genetically Modified Organisms (GMOs). About this informs Ministry of Agrarian Policy and Food. The document was prepared by the Ministry of Agrarian Policy and Food of Ukraine in accordance with the Law of Ukraine «On State Regulation of Genetic Engineering Activities and State Control of Placing Genetically Modified Organisms and Products on the Market». The resolution provides for the creation of a single state information system for accounting, monitoring, integration, storage and distribution of data on registered GMOs. The implementation of the register is a necessary step to ensure transparency in the field of biotechnology, increase the level of consumer safety and comply with Ukraine’s obligations under the Association Agreement with the European Union. The document also harmonizes national legislation with EU regulations on the handling of GMOs, in particular with Directive 2001/18/EC on the intentional release of GMOs into the environment and Commission Decision 2004/204/EC on the functioning of registers for recording information on GMOs. This makes it possible to create a control and accounting system similar to the European one, aimed at reducing risks to public health and the environment. Implementation of the resolution will also improve the system of state supervision in the field of GMOs, contribute to informing the public and international partners, as well as lay the foundation for the further development of biosafety in Ukraine. The document will enter into force simultaneously with the Law of Ukraine «On State Regulation of Genetic Engineering Activities and State Control of Placing Genetically Modified Organisms and Products on the Market» — in September 2026.
