17 auctions and 195 million: what the state privatized last week

More than 195 million hryvnias – that’s how much the State Property Fund of Ukraine attracted from privatization for the period from April 14 to 18. In just five working days, 17 successful online auctions took place, all of them passed through the Prozorro.Sales system, which ensures transparency and equal conditions for all participants. In total, 92 participants competed in the auction, that is, on average, more than 5 applicants for each lot — this is an indicator of healthy competition, which significantly increases the final value of the objects.
State Property Fund made public these data through its press service, which states that last week’s result was an important stage in the consistent course of effective use of state property and attraction of private capital.
The published information of the Federal Ministry of Health contains an incredible amount for the “underconstruction”: 133 million hryvnias for the clinic. That’s how much the most expensive lot of the week brought to the state. It is about an object of unfinished construction: the children’s uronephrological clinic of the State University “Institute of Urology named after academician O.F. Vozianova National Academy of Sciences of Ukraine”, located in Kyiv. 17 investors took part in the auction at once – an indicator that rarely happens in Ukrainian privatization procedures. The final value of the lot was 111 million hryvnias, and taking into account VAT, the winner has to pay another 22.2 million hryvnias, which brings the total economic effect to 133.2 million hryvnias.
The object — a symbol of the incompleteness of medical reforms of the past decades — now has a chance to get a new life if the winner fulfills all obligations and completes the construction or adapts it for new purposes. At the same time, it is also a marker of a change in the approach to the use of state resources: instead of keeping unprofitable “frozen” objects, the state attracts private investments that will be able to resuscitate them.
There are even more to come: 33 auctions this week – that’s how many the State Property Fund team plans to hold from April 22. If the trend continues, total revenue could reach new records, and business interest could become a stable trend, not a fluke.
