A military man beat a man in Kharkiv: the reaction of the TCC and the Ombudsman (video)

A video from Kharkiv appeared on the Internet, in which an employee of the Territorial Center for Procurement and Social Support (TCC and SP) beat a civilian man. The incident occurred on September 6 during the work of the group on notification of conscripts. The conflict erupted after citizens refused to comply with requests to provide documents for verification. One of them began to obscenely insult a serviceman, which led to an escalation.
To solve the situation, the police were called to the scene of the incident, and both men were taken to the district TCC and SP to establish their personal data. During the inspection, it was found that one of the men is conscripted, and he was issued a referral to undergo a military medical commission. This was reported in the Kharkiv Regional TCC and SP.
The institution also condemned the behavior of its employee who succumbed to provocation. In response to this incident, an official investigation was ordered, based on the results of which they promise to take the necessary organizational and disciplinary measures. During the investigation, the serviceman who took part in the conflict will be temporarily suspended from working in groups for alerting conscripts.

We inform you that the incident occurred on September 6 in the city of Kharkiv during the work of the alert group. Citizens, violating the requirements of the current legislation, brutally refused to comply with the legal requirements to provide documents for verification. One of them, apparently with the aim of provoking a conflict, began to insult a serviceman obscenely.
A police team was called to settle the conflict and carry out administrative detention. The citizen was taken to the RTCC and SP for clarification of personal data. It was established that one of the men is conscripted, he received a referral to undergo a military medical commission.
The command of the Kharkiv OTCC and SP and the Saltiv RTCC and SP condemns the behavior of a subordinate serviceman who reacted to the provocation. An official investigation has been ordered, as a result of which organizational and disciplinary measures will be taken. During the investigation, the serviceman who is a participant in the conflict is not involved in the work of alert groups for conscripts.
Additional classes are held with the personnel of alert groups, control over compliance with ethical standards and knowledge of legislation by military personnel who alert citizens has been strengthened.
We would like to remind you that servicemen who notify conscripts are officials who perform official duties during wartime. Any attempts to obstruct the notification, insults, resistance, attack will have inevitable consequences, offenders will bear appropriate administrative or criminal responsibility.

Ombudsman’s comment
Human Rights Commissioner of the Verkhovna Rada of Ukraine Dmytro Lubinets expressed himself regarding the event that happened in Kharkiv. According to him, in order to check the information that appeared in the media, his representative in the Kharkiv region, Oksana Chervyakova, is actively working on studying this issue. She has already sent an official request to the Kharkiv Regional Territorial Center for Recruitment and Social Support to find out all the factual circumstances for a further legal assessment of the situation.
Lubinets emphasized that such incidents require an objective and prompt investigation. He emphasized the importance of observing the rule of law in a country that is fighting for its independence. If human rights violations are detected, a timely response and prosecution is required in accordance with current legislation.
