A TAIEX expert mission on the regulation of cosmetic products took place in Ukraine

In Ukraine from June 16 to 20 with the support of the European Commission and in cooperation with the National Institute of Public Health of Romania, the National Agency for the Protection of Consumer Rights of Romania and the Ministry of Health of Ukraine took place TAIEX expert mission. It was dedicated to the harmonization of Ukrainian regulation in the field of cosmetic products with EU legislation and the further effective implementation of these norms.
During five days, in an online format, representatives of the Ministry of Health of Ukraine, the State Medical Service and its territorial bodies, SE “Central Laboratory for the Analysis of the Quality of Medicines and Medical Products”, SE “Scientific Center of Preventive Toxicology named after L. I. Medved” and State University “Institute of Public Health named after O. M. Marzeeva of the National Academy of Sciences of Ukraine” discussed with Romanian experts the main provisions of Regulation (EC) No. 1223/2009 on cosmetic products.
Topics include product safety assessment, including examples for children under three years of age, requirements for manufacturing practices, notification system through the European CPNP portal, responsibility of manufacturers and importers, labeling and advertising rules, distinguishing cosmetics from medical products, drugs and biocides, composition requirements products, online sales and ethical aspects of animal testing.
Special attention was paid to the issues of state market supervision, interaction with laboratories, the PEMSAC platform, and international cooperation. The mission ended with a discussion of recommendations on the preparation of authorities and industry for the gradual integration into the EU internal market of cosmetic products. TAIEX is one of the most effective and accessible tools of technical assistance from the EU, which contributes to the adaptation of national legislation to European standards and its practical implementation.

From August 2026, its implementation will become mandatory – so we must prepare in advance and ensure the effective implementation of the new requirements.
