EU proposes to create a voluntary fund of up to €40 billion for Ukraine’s military needs

The European Union proposed to the member states to create a special fund to provide military aid to Ukraine in the amount of 20 to 40 billion euros, including the supply of 2 million ammunition. Participation in the fund is envisaged on a voluntary basis to avoid blocking by Hungary, informs Euractiv.

“Last month, the EU diplomatic mission took the initiative to create a mechanism to supply Ukraine with 1.5 million munitions. The project, which was seen by Euractiv, did not indicate a specific amount of funding. In view of Hungary’s constant refusal to support any mechanisms of assistance to Ukraine, both military and non-military, the text of the proposal was changed to provide for the participation of only participating states.” – the message says.

The updated version of the document stipulates that EU countries “are encouraged to provide military support to Ukraine in 2025”, starting with a minimum amount of 20 billion euros, with a potential increase to 40 billion depending on Ukraine’s needs.

The first step is to agree on the allocation of 5 billion euros to provide 2 million large-caliber artillery ammunition in 2025, according to the proposals outlined in the text.

Each member state will participate in proportion to its economic capabilities – in monetary form or by supplying material resources. At the same time, the EU itself plans to direct 1.9 billion euros received from excess profits from frozen Russian assets as its contribution, even if these funds have already been partially distributed.

Among the key priorities are the supply of large-caliber artillery ammunition, air defense systems, missiles, drones, fighter jets, as well as support for the recovery of Ukrainian brigades, which includes maintenance and non-lethal assistance.
