European Council calls for immediate increase in military aid to Ukraine

The European Council called for an immediate increase in military support to Ukraine and acceleration of supplies, especially in terms of air defense systems, ammunition and missiles, and also emphasized the importance of strengthening Ukraine’s defense industry. This is stated in conclusions meeting of the European Council, which took place on October 17.

The document contains a strong condemnation of Russian aggression against Ukraine, which the Eurocouncil considers a gross violation of the UN Charter. EU leaders reaffirmed their unwavering support for the independence, sovereignty and territorial integrity of Ukraine within its internationally recognized borders, and expressed their readiness to provide political, financial, humanitarian and military assistance as much as necessary.

The European Council also emphasized the importance of fulfilling the commitments made at the G7 summit in Apulia, regarding the allocation of about 45 billion euros for Ukraine’s needs by the end of the year, including military, budgetary and reconstruction costs.

At the same time, the Eurocouncil emphasized that Russian assets should remain frozen until Russia ends the war and compensates for the damage caused. EU leaders also emphasized the need to support military aid to Ukraine, taking into account the security policy of each of the member states.

In addition, the European Council condemned Russia’s constant shelling of Ukraine’s energy and civil infrastructure and called for an urgent strengthening of the country’s energy security ahead of the winter season. She supported efforts to increase the sustainability of Ukraine’s energy system in the long term.

Special attention was paid to nuclear safety issues, and the Eurocouncil declared that any actions that jeopardize the safety of nuclear facilities are unacceptable. In this context, the efforts of the IAEA to monitor the situation were approved.

The destruction of Ukraine’s port infrastructure and attacks on commercial ships were also condemned, and the unacceptability of using food for military purposes, which undermines global food security, was emphasized.

In addition, the Eurocouncil expressed concern about third countries’ support for Russia’s military aggression and called on them to stop providing any aid, including the supply of dual-purpose goods.

The European Union has also expressed its commitment to the process of rebuilding Ukraine, and the next international conference on this issue will be held in Italy in July 2025.
