Ex-Commander of the Logistics Forces Hulyak will perform the duties of the General Director of “Ukroboronprom”
On September 5, 2024, the Verkhovna Rada decided to appoint Herman Smetanin as the new head of the Ministry of Strategic Industries (Minstrategprom). Before that, Smetanin held the position of general director of JSC “Ukrainian Defense Industry”. Former Minister Oleksandr Kamyshin will move to the Office of the President, where he will focus on defense industry and infrastructure issues.
In his posts on Facebook Herman Smetanin briefly reported on the results of his 14-month tenure as the head of Ukroboronprom and announced that Major General Oleg Gulyak, who was previously the commander of the Logistics Forces of the Armed Forces, will become the acting general director of the Ukrainian Defense Industry.
“Yesterday was my last working day as the General Director of Ukrainian Defense Industry JSC.
When I was appointed by the decision of the Cabinet of Ministers of Ukraine on June 28, 2023, Oleksandr Kamyshin set three main tasks for me and for us as a team. The first is to increase the production of ammunition and military equipment.
The second is to build an effective anti-corruption infrastructure in the company.
The third is to transform Ukroboronprom. During the 14 months of our work with you, we have shown results in all three directions.
Production at enterprises in 2023 increased by 92% compared to 2022 and amounted to UAH 82 billion.
This allowed Ukroboronprom to take 49th place in the TOP 100 Defense Companies 2024 rating, which includes the world’s leading arms manufacturers. And this is the best result since 2015, when the company entered this rating.
As part of the transformation, 42 enterprises have already been transformed, 14 of them in 2024. And recently, on June 28, we celebrated the anniversary of the formation of JSC “UOP”.
The anti-corruption infrastructure that we built made it possible to significantly strengthen the image of Ukroboronprom as a transparent and reliable structure. Accordingly, thanks to this and the successful course of the reform, it was possible to significantly expand our partnership horizons and geography.

Starting today, Oleg Gulyak will become the acting general director of Ukroboronprom. Many of you are already familiar with him.
Major General Oleg Gulyak has been in the Armed Forces of Ukraine since 1993.
He began his military career as the deputy commander of the reconnaissance company of the airmobile division. Participant of the Russian-Ukrainian war. In 2021 – 2024 – Commander of the Logistics Forces of the Armed Forces of Ukraine.
His many years of military experience and managerial qualities are currently indispensable for solving the problems facing Ukroboronprom.
