First suspicions for fraudulent schemes with eVodnovnennya filed in Kharkiv region

The first suspicions in the case of fraud with compensation received under the eVodnovnennya programme have been announced in the city of Izium, Kharkiv region. This was reported by the Kharkiv Regional Prosecutor’s Office on its Telegram channel.
Law enforcers have identified four suspects who are charged with fraud organised by a group of people by prior conspiracy, abuse during martial law, and the production and use of forged documents (Part 2 of Article 28, Part 5 of Article 190, Part 3 of Article 358 of the Criminal Code of Ukraine).
According to the investigation, in 2023, two state registrars, together with two local residents, produced documents with false information to receive money for a house allegedly destroyed during hostilities in the Oskilska community of Izyum district.
In fact, according to the prosecutor’s office, this house has not been destroyed since the beginning of the war, as it was dismantled before the invasion. There are no title documents for it. As a result of forged documents, the ownership of this object was registered. In March 2024, a certificate for compensation of more than UAH 1.5 million was generated in the Register of Damaged and Destroyed Property based on false data.
The prosecutor’s office intends to apply to the court to seize the suspects’ property and impose a custodial measure of restraint on them. The pre-trial investigation conducted by the Izium District Police Department is ongoing.
