The Cabinet of Ministers of Ukraine approved the Regulation on the functioning of the information database of natural gas consumption in accordance with the requirements of the Law “On Ensuring Commercial Accounting of Natural Gas”. The purpose of creating the database is to strengthen control over the use of both imported and domestic natural gas. The system will keep records of consumers (consumption objects), actual volumes of gas used, as well as related natural gas market participants.
The owner of the database and exclusive property rights to its software is the state represented by the Ministry of Energy of Ukraine, which is also its holder. The administrator of the information base will be LLC “Operator of the gas transport system of Ukraine”.
We will remind that on April 21, 2025, the Naftogaz Group announced its intention to import up to 4.5 billion cubic meters of natural gas in preparation for the 2025/2026 heating season. Since the beginning of the year, the company has already contracted 1.5 billion cubic meters, including 300 million cubic meters of American LNG purchased from the Polish company Orlen.
On April 25, Ukraine and the European Bank for Reconstruction and Development signed an agreement on financing the purchase of gas. The EBRD provides 270 million euros, and another 140 million euros is provided by Norway.
