Hetmantsev predicted that the state budget would receive $4 billion from de-shadowing.

Additional revenues to the state budget of Ukraine from the detinization of the economy in 2025 may reach 4 billion dollars, which is significantly higher than last year’s figure of 2.5 billion dollars. About this stated Chairman of the Parliamentary Committee on Finance, Tax and Customs Policy, Danylo Hetmantsev.
“There is a prospect that this year the ‘fiscals’ will still find an opportunity to ensure income to the state budget at the expense of detinization in the amount of 4 billion dollars, as we calculate it.” Hetmantsev noted during a speech at the Forbes Money forum.
According to him, only due to detinization and the changes made to the Tax Code, the revenue plan overachievement already exceeds 1 billion dollars.
“The latest results of the shadow assessment, in accordance with nominal GDP growth, are 800-900 billion hryvnias every year,” – explained the chairman of the committee.
He added that currently in Ukraine, 30% to 50% of the economy is in the shadows, and in certain sectors this figure exceeds 60%. This, according to him, is one of the main barriers to development, while the share of the shadow economy in EU countries is only 5-7%.
We will remind you that the state budget for 2025 foresees revenues in the amount of 2.33 trillion hryvnias and expenditures in the amount of 3.93 trillion hryvnias. The Ministry of Finance emphasized the need to increase spending by the end of the year by 400-500 billion hryvnias, where detinization should be one of the sources of coverage. For five months of 2025, the state budget revenues amounted to 1.54 trillion hryvnias.
In 2024, the state received 3.12 trillion hryvnias, which is 450 billion (or 16.8%) more than in 2023, while expenditures increased by 460 billion hryvnias (or 11.6%) to 4.48 trillion.
