In the Kharkiv region, a shelter for the lyceum will be built for more than 78 million hryvnias: project details and possible significant overpayments
In the Kharkiv region, the Department of Education, Youth and Sports of the Loziv City Council signed a contract with the “Budmontazh Group Construction” consortium for the construction of a shelter for the “Loziv Lyceum No. 12”. The cost of the project amounted to 78.64 million hryvnias, which is reported in the system “Transparently“. Funding is provided by the Lithuanian government through the UNITED24 platform. According to the contract, the protective structure should be ready by December 2025.
The construction involves the creation of a modern shelter with a total area of 1,464 square meters, which will be able to accommodate 800 people – 618 students, 67 employees of the lyceum and 115 other people. Within the scope of the project, it is planned to carry out electrical installation work, install heating, ventilation, air conditioning systems, equip sewage, fire and security alarms, water supply and outdoor lighting. In addition, the improvement of the territory and the purchase of the necessary equipment are planned.
The project cost of construction works excluding furniture and equipment is 70.04 million hryvnias including VAT. Thus, the price of one square meter of shelter is 47,842 hryvnias, which is twice the average cost of housing construction in the Kharkiv region, established by the Ministry of Reconstruction, which is 23,882 hryvnias per square meter. This is stated in the journalistic investigation “Our money”.
The analysis of the documentation revealed a significant overestimation of prices for construction materials. For example:
- Periodic profile hot-rolled reinforcing steel (diameter 12-18 mm) was ordered at a price of UAH 45,904/t, while the market price is UAH 32,368/t, which is 30% cheaper.
- Gypsum finish putty Ceresit CT 126 is priced at UAH 33/kg, while its market value is UAH 10/kg.
- Euroruberoid “Aquaizol Eco PE-4.0-PS” was ordered for UAH 172/m2. m, although the manufacturer offers it for UAH 122/sq.m. m.
- Tarkett iQ Eminent linoleum was purchased for UAH 1,270/sq.m. m, although the market price varies between UAH 854-1,021/sq.m. m.
- Containers for drinking water for 500 liters were ordered for UAH 17,990 per piece, while such containers cost up to UAH 8,000 in stores.
The total probable overpayment for these positions is approximately UAH 4.26 million.
The “Budmontazh Group Construction” consortium, established in April 2024, was awarded the contract without competition, as only this company applied for the tender. The founders of the consortium are two Kyiv companies: “Akta” of Natalia Kaluginii and “I.B.K. Development” by Oleksandr Lukyants. Since August 2024, the consortium has tendered 324.73 million hryvnias, of which 199.36 million are from the same customer.
Project documentation was developed without a competition by Architectural Company “East-Proekt” LLC for 1.42 million hryvnias. The company has existed for only a year and is owned by Oleksandr Kutyanin from Kharkiv. A positive expert opinion was issued by First Building Expertise LLC.
The construction is financed from the state budget with the support of the Lithuanian government. The Department of Education of the Loziv City Council is headed by Victoria Urvantseva, and Maryna Puga is responsible for public procurement. Since 2015, Serhii Zelenskyi has been the mayor of Lozova.
This project attracted attention due to the overestimation of the cost of materials and the lack of competition in the tender, which calls into question the effectiveness of spending budget funds.
