In three months, fines from the CCC increased by 11.2 thousand: “Opendatabot”

In 2025, territorial procurement centers (TCC) opened 28,212 proceedings for violation of military accounting rules. In particular, since the beginning of April, the number of fines has increased by 11,200. About this informs The opendatabase.

On average, about 4,700 new proceedings are registered per month, and the April statistics — 5,682 fines — became a record. At the same time, only every fifth proceeding during this period was closed. Opendatabot reports on a separate case in the Chernihiv District TCC, which opened eight cases against one man at once: five in April, three more in early June.

Most of the proceedings concern men: only 46 cases were opened against women, which is 0.16% of the total number. Most often, TCC records violations among men aged 25 to 45 — this category accounts for 82% of cases.

Kyiv remains the leader in the number of open proceedings — 3,835 cases since the beginning of the year. This is followed by Dnipropetrovsk Oblast (2,984), Sumy Oblast (2,464), Odesa Oblast (2,438), and Kharkiv Oblast (2,151). In nine regions, the number of proceedings has already exceeded a thousand. In Kyiv itself, the most active was the Podilsky TCC, which processed 1,100 transactions in the first half of the year alone.

We will remind, as of the end of March, the accounts of approximately 26,000 people in Ukraine were blocked for violating the rules of mobilization. During the three years of the full-scale war, 28,960 overdue debts related to violations of military accounting were recorded. The total number of such proceedings is higher, because some of them are constantly closed.
