In Ukraine, 445 decisions of the Civil Service Commission on establishing disability for officials were canceled

In Ukraine, 445 decisions of medical and social expert commissions (MSEK) regarding the establishment of disability for officials were canceled. About this informs press service of the Ministry of Health.
Inspections are ongoing and are carried out by the Ministry of Health together with law enforcement agencies. This is happening within the framework of the implementation of the decision of the National Security and Defense Council of October 22, 2024, aimed at combating corruption and other abuses during the registration of disability for civil servants. For this purpose, an interdepartmental working group was created, which is engaged in checking relevant decisions.
According to the SBU, SBU and the Prosecutor General’s Office, 2,630 cases of officials from more than 70 state bodies who have been diagnosed with disability are currently being reviewed. The functional status assessment center has already examined 1,692 cases, and 423 people have been called for additional medical examination. As a result of the inspections, 445 decisions of the MSEC regarding officials were canceled. In 286 cases, new decisions were made: in 226 of them, the group of disability was changed, in another 60, the term of its establishment was changed.
The largest number of inspections concern employees of the State Customs Service (810 cases, of which 369 have already been considered, 129 decisions have been canceled, 78 have been changed), the State Tax Service (518 cases, of which 291 have been reviewed, 90 have been cancelled, 64 have been changed) and prosecutor’s offices (448 cases, 203 have been considered, 80 decisions have been cancelled, 45 have been changed, 121 persons have been summoned to follow-up examination).
We would like to remind you that from January 1, 2025, a new system for assessing the daily functioning of a person came into operation in Ukraine, which replaced the MSEK. It is built on transparency and focus on real health, not just on documents. As of June 4, more than 254,000 cases have been entered into the system, of which 46,289 are digitized MSEK archives, and 208,450 are new electronic referrals from doctors. More than 222,000 cases have already been considered.
1,422 expert teams in medical facilities, which include 6,896 specialists, work on the system. More than 69,000 doctors are involved in the process, and administrative support is provided by 893 employees of medical institutions. The new assessment model replaces subjective approaches with transparent decisions based on the patient’s actual state of health.
