In Ukraine, 72% of state-owned enterprises do not work or exist formally: Hetmantsev

The level of unprofitability in the state sector is almost twice the national average, and 72.1% of state-owned companies under state control either do not function or exist only formally. About this stated Chairman of the Verkhovna Rada Committee on Finance Danylo Hetmantsev, commenting on the report of the Accounting Chamber on the activities of the State Property Fund for 2024.

According to him, at the beginning of 2025, almost 70% of enterprises were working without approved financial plans, and salary debts at enterprises under the management of the FSMU increased by another 14% (84.6 million UAH) in 2024, reaching 685.5 million UAH. Hetmantsev emphasized that the majority of enterprises under the management of the State Property Fund showed losses in the total amount of UAH 6.45 billion.

“The average rental price per square meter of state-owned property decreased by a third last year, and tenants’ debt to the state budget is UAH 409.3 million (almost 15% of which is bad debt).” he remarked.

At the same time, Hetmantsev noted the positive news – revenues from privatization exceeded the plan by 247%, which brought almost 10 billion hryvnias to the budget.

We will remind you that 30 billion hryvnias have been allocated for the re-equipment and development of the coal regions of Ukraine.

“The program adopted by the government is calculated until 2030. It provides for quite serious financing – approximately 30 billion hryvnias. These will be funds from the state budget, local budgets and other sources, including international technical assistance.” – said Deputy Minister of Community and Territorial Development Oleksiy Ryabikin.
