In Ukraine, communities are selected for a pilot project for the creation of social housing

50 communities will be selected to participate in the pilot project of creating social municipal housing with the support of the European Investment Bank (EIB). About this reported Deputy Prime Minister for Reconstruction — Minister of Community and Territorial Development of Ukraine Oleksiy Kuleba.

“Now we are considering 50 communities that can be part of this project. It is very important for us that the initiative comes from the communities. That they are capable. That is, they not only want to, but also have the opportunity to implement it. This capability is primarily competence and the unconditional possibility of co-financing.” Kuleba noted.

The head of the EIB regional office in Eastern Europe, Kristina Mikulova, explained that the bank is already evaluating the project. The signing of the first agreement is possible already in 2025. According to her, thanks to this pilot project, it will be possible to test the general approach and methodology of forming the system of social housing in Ukraine. The process takes place in close cooperation with EIB and European Commission experts, who adapt the experience of EU countries to Ukrainian realities.

“The meaning of this project is that we don’t just build housing, but from the very beginning of the implementation of this project we have to understand who it is for. We consider projects in relation to the growth of economic activity or to the indicator when the head of the territorial community, the mayor of the city, says that we are ready to build such housing for two thousand families, because we know where they will go to work, where their children will study.” Kuleba emphasized.

According to him, work is currently underway on the financial and economic model of this pilot — constant consultations are being held with the Ministry of Finance, the Ministry of Economy and international partners.
