DIU creates website with information on captains of vessels illegally exporting Ukrainian grain

The Main Directorate of Intelligence of the Ministry of Defense of Ukraine has created an online platform War&Sanctions, which publishes the data of ship captains involved in the illegal transportation of stolen Ukrainian grain.

Soon the site will be supplemented with new sections, in particular, on aircraft, ports and airports, and it is also planned to launch a similar resource for monitoring oil shipments, informs Interfax-Ukraine.

The GUR appealed to the international community to impose sanctions against the vessels listed on the website and the companies and individuals associated with them. In particular, intelligence calls for banning the access of these vessels to ports, territorial waters, economic zones and international straits, as well as blocking the supply of spare parts for them.

In addition, Ukrainian intelligence insists on the application of secondary sanctions to companies and individuals cooperating with the specified vessels and their owners.

Additionally, the following measures are proposed: a ban on ship-to-ship operations with Russian oil products in territorial waters and economic zones; requiring proof of P&I insurance coverage for all tankers entering ports and economic zones; ensuring environmental and safety requirements for tankers carrying out such operations.

It is also assumed that in order to obtain insurance and other services, it will be mandatory to provide bank statements to confirm compliance with price control requirements. GUR proposes to involve financial and specialized organizations to collect evidence of violations, publish the results of investigations and apply severe penalties, including fines.

We will remind that the first batches of grain captured by Russian forces from the occupied territories were sent to the international market in the summer of 2022. The large-scale export of this grain, estimated at billions of dollars, became a source of financing for Russia, which used it, in particular, to pay for the supply of missiles from Iran. The total amount of grain sold from the occupied territories is estimated at $6 billion.
