In Ukraine, the fight against fraud with EU funds will be strengthened: the Cabinet of Ministers adopted a resolution

The Cabinet of Ministers of Ukraine adopted a resolution amending regulations No. 43 dated February 3, 2016 and No. 1110 dated October 25, 2017. These changes are aimed at improving the coordination of measures to combat fraud related to the use of European Union funds. About this reported Ministry of Finance of Ukraine.

The new resolution not only regulates the coordination of the fight against fraud, but also improves the mechanisms of interdepartmental interaction of the State Audit Service. One of the key innovations is the granting of additional powers to the State Audit Service to perform the function of the Anti-Fraud Coordination Service, which includes interaction with the European Office for the Prevention of Abuse and Fraud (OLAF).

The main changes include:

  • the authorization of the State Audit Service to perform the functions of coordinating the fight against fraud, which involves close cooperation with OLAF;
  • expanding the authority of the service to consider applications, complaints and provide clarifications on issues of fraud, corruption and other violations that threaten the financial interests of the EU.

Also, new functions of the Anti-Fraud Coordination Service were added to the Procedure for Implementing the Mechanism of Interagency Cooperation, namely:

  • management of the development and implementation of the National Strategy for the Protection of EU Financial Interests with preliminary risk assessment;
  • preparation of proposals for legislative and regulatory acts;
  • assistance in administrative investigations and audits carried out by OLAF.

We will remind that on August 21, the Verkhovna Rada of Ukraine ratified the agreement with the EU on Ukraine’s participation in the anti-fraud program (EUAF).

During his speech in the parliament, Deputy Minister of Finance of Ukraine for European Integration Yuriy Draganchuk noted that Ukraine’s participation in the EUAF program will allow not only to obtain the necessary knowledge and professional training to protect the financial interests of Ukraine and the EU, but will also significantly increase Ukraine’s institutional capacity in creating modern anti-fraud system at the European level.
